The Future of Serbia-Kosovo Relations: Prospects for Normalisation

This discussion paper explores the role of international actors in the future of the Serbia-Kosovo relations and whether or not normalisation is possible.

Although the NATO intervention in 1999 ended the war between the Serbs and the Kosovar Albanians, Belgrade-Pristina relations have yet to normalise. With its great scale of influence over the region, the EU has been mediating a dialogue process since 2011. Nonetheless, a comprehensive settlement is not currently foreseeable. As the world order continues to become more multipolar in character, Russia and China are increasing their visibility in the Balkans, thereby changing the dynamics of the region. These changes in global politics also have the potential to affect the future of relations between states in the region, in this case, Serbia and Kosovo. This discussion paper explores the role of international actors in the future of the Serbia-Kosovo relations and whether or not normalisation is possible.
